Has anyone thought of trying one of the many free dynamic DNS services? 
You can set up a domain under theirs (or they can usually host yours for a
small fee).  You get a client from them that you can call from your ip-up
script that updates the DNS records.  It's not an ideal service but I have
found them to be very useful for gaining access to my server from out and
about.. a quick call home and the box is online, then I just 
telnet/netscape/ftp/etc to my domain after a few minutes to allow their
server to update its records.
