SAIX does not force any specific connection method other than Ethernet.
It simply provides an ethernet switch to peer across, and a route server
to facilitate multi-lateral route exchange. Currently, 100% of
participants take advantage of this, but a routing method isn't forced
on anyone. Of course, it might be difficult to convince SAIX ISP's to
add a static route just for you in each of their routers.
If you don't believe in contributing to Cisco's coffers, you could
always ask another ISP to announce your routes for you, then route the
data to your connection at SAIX (or possibly do some tricky stuff with
ebgp multihop for a more direct route). That would at least provide a
contingency should a Host-based router fail to do what you want it to.
