ADMUSER and Squid

Hi,
 
I've just installed ncsa auth with squid proxy server - yes when i try and run the admuser.cgi file, it reads the passwd file i created with htpasswd, yet, it then sdays no read permission on passwd file...
 
I don't have a httpd user on the system (the docs suggested i give this user owner permissions on the passwd file).  I tried chmod'ing to 777 yet no joy!
 
Can somone help?!?!</P>
