It depends on how things have been done.  Horizontal boring is usually
used in the suburbs, and that doesn't yield a result anything like what
you've described.

The CBD, however, is full of ducting.  Many major roads are too  -- drive
along South Road between Daws Road and the Cross Road overpass and let
your car's suspension tell you about all the manholes in the left lane
:-/
