Oh dear.  We're about to run AS-based QoS that will give
AARNet users of the mirror better network performance than
non-AARNet users.  So a poor result may mean nothing else
than AARNet users are downloading stuff.

We've had to do this because the funding situation with the
mirror isn't that good.
