About /etc/bash.bashrc....
Consult the man page for bash.  Somewhere near the top of my copy
it describes what files are run at start-up.

About bash and sh...
In some circumstances, bash is invoked as "sh".  When this happens,
it ignores any *bashrc files.  IMHO its likely that your console
shell has been set to "sh" rather than "bash".  Examine the
$SHELL variable.  If as you say, the symptoms happen on the console, 
not xterm, then one of the places to look is in the /etc/passwd
file. It contains a field that determines what shell to use which
is applicable when you login using the console.
