If you're using linux or one of a few select unixes, there's a utility
called 'pathchar' available at:
http://www.caida.org/tools/utilities/others/pathchar/
It does a pretty good job of measuring the speed of every link in a
path, like traceroute showing bandwidth insteaf of latency. It's even
smart enough to figure out link speed when used on a slower link, but it
takes a while.
A similar but less smart utility is 'bing' which attempts to echo as
much data as possible off of another system(s), in order to determine
the available bandwidth between them.
Both of the above tools are probably going to behave weirdly on an
asynchronous link..
