There have been numerous schemes over the years.  But in reality
none of them fly.  Not too surprising, given the engineering
involved.

The Internet doesn't exist to interconnect computers anymore.

It is becoming the utility communications network, so it will
carry Safety of Life traffic and thus must stay up during a power
outage.  This is especially so when the Internet is the sole
last-mile connection to a person's residence.
