I queried this with Telstra at the time.  They meant "bps".  Essentially
Telstra were pulling a fast one over the Department of Communications 
And The Rest.

With 2.4Kbps they can identify and re-route modem calls whilst
compressing voice to 5.5Kbps.  The voice compression kills
modulations like QAM that get more than 2.4Kbps out of 2.4Kbaud.

The compression was desirable as Telstra runs microwave bearers
to remote regions.
