I think this would be a worthwhile idea -- in fact, there's at least one
associated idea that would also be good. 

What about petitioning the Government to release all source code to all
programs they write and have written as Open Source? As Matthew Tippett
explained at a meeting not so long ago, there is little if any reason for
the Government to keep its source code closed. They wouldn't neccessarily
need to adopt the Open source development model, so they could keep their
current development model, and retain control over their apps, but others
could utilise the products of Taxpayers money for free :)
