First thing to check is if your modem is a pure hardware modem or if it is a
WinModem 
ie it needs software to run. If it is WinModem you might have trouble unless
you can find 
drivers that work - usually from someone who wrote their own. I have had the
same prob 
and also own a Netcomm modem (internal) and have had no luck to date. 

I have seen a webpage which has a comprehensive listing of common modems and
which 
ones are WinModems - I think I have seen the address on the RedHat
distribution disks ??
and also posted to this mailing list - anyone know what I'm talking about?
