Does zope fit your bill? http://www.zope.org/
You can hook it up to a proper database rather than the built in one if
you want. The editor might be the downfall, although I seem to remember
seeing somone trying to create a mozilla plugin to talk to a zope server
as some sort of IDE/editor.
