It depends on exactly what you do. If you leave the nameserver 0.0.0.0 in
there, then it will be tried first, and will do a recursive lookup, and
will cache the answers. The second name server will not be used AFAIK.
However, if you comment out the 0.0.0.0 entry, then your nameserver will
not be used at all.

If your name server is not used for the query, it will not see the replies
... and will therefore not cache them.
If you are not up all the time, and you are visiting sites that are visited
by others, you might want to dispense with running your own name server.
