I run Rebel, which offers a "fair share" plan.  $20 per month* for a fair
share, which means whoever used the most time** must log off when all
modems are in use.  I've seen some of my subscribers, who adjust their use
around peak periods, enjoy over 70 hours per WEEK.  Unfortunately because
