Hmmm ... yes.  Hadn't noticed a few changes.  Was working with the older setup.
I needed to have an explicite 'upload' directive in /etc/ftpaccess that I didn't need previously.
eg.
    upload  /home/ftp  /incoming  yes  root  ftp  0666  dirs

My DOS/Windows heritage hanging out badly here.  I'll get out the cat-o-nine tails and punish myself later for this indiscretion.
