Anon ftp not allowing uploads

Hi all.
I have a Red Hat 5.0 PC that I want to use as an anonymous ftp server.
I've installed the anonftp-2.6-1.i386.rpm package and all looks fine.  I
can connect OK and download OK.  What I am not able to do is upload to
it.  I get a "permission denied on server" error message.   I've created
a directory called Incoming and given it the 777 permissions.  I've
tried making uid.gid as ftp.ftp but that doesn't help either.  Any help
would be greatly appreciated.
