Building binary RPM packages

Heyas
I've been reading the RPM HOWTO, and it's all about how to make an RPM
that will take source code, patch it, make it, install it, and then make
an RPM out of those files.
What it doesn't explain is how to make an RPM out of a set of files
you've already got.

Eg. I've got files in /home/tjc/package/src/usr/local/ that I want put
into a package that will install them into /usr/local/bin/ and
/usr/local/etc/. 
This is a simplified example, but the redhat RPM howto doesn't seem to
think you're ever going to want to do this.
Can anyone who's read the manual pages more thoroughly than I suggest a
way?
