I'm sure tar will allow you to create specific-sized files.  man tar, man.

Winzip for windows version 7+ reads tar.gz files.  Download the evaluation
copy from www.winzip.com if you don't have it already.

And try the telepathy thing again.

Floppies may be your only option.

But - I'd try NFS anyway first.
