This is probably obvious, but do you have NIS running.
That _does_ cache the passwd file, of course.
And if you have YaST running at the time, that
might somehow fiddle with things. So stopping YaST might
make a difference.
But the symptoms you describe sound very much like having NIS,
which I never use, but some people do.
