Oj,
Since you say that you are not familiar with linux,
maybe you could contact your local Linux User Group.
I see that there is a Philippine Linux User Group (PLUG) at
http://curry.ateneo.net/~plug/
They certainly can help you to install, configure and
learn linux. And probably there's somebody there who can tell
you how to do audio/video broadcast.
If you are not familiar with linux, you will not
understand much of what anyone tells you about technical
details of audio/video broadcast protocols, software, servers,
clients, bandwidth requirements etc.
You need to find someone who understands these things, or else
you have to learn it all yourself.
To set up an internet radio station, you ahve to decide between
Windows (high price - or pirate software), and linux (cheap and legal).
If you look at
Since Green Witch Radio (http://www.greenwitch.com/ ) are using
Icecast for MP3 audio streaming over the Internet already,
they might be able to give you some clues too.
So you could do:
1. Buy computer.
2. Install/learn linux.
3. Get 2 Mbit/sec Internet connection.
4. Install/operate icecast software.
5. Build audience numbers.
6. etc. etc. etc.
I estimate the work here as about 1000-2000 hours minimum,
unless you can find someone who has already done the 1000-2000 hours
learning required.
