I'd be more inclined to state Glen's Law of US Crypto Laws:

  By the time an advanced cryptographical technology
  is approved by the US Government, enough time has
  passed from the proposal of that technology such that
  the technology is no longer advanced.

Personally, I'm much more worried about NSA listening into
my phone conversations by arranging some bilateral agreement
with a compliant Australian government, than I am of the NSA
busting GSM crypto.
