You could use junkbuster:
'The Internet Junkbuster (TM) blocks unwanted banner ads and protects
your privacy from cookies and other threats.'
I'm not running it at the moment, so I can't look at the conf files, but I
would imagine that it wouldn't be too hard in modifying it to act as a
'net nanny' type program.
