in the file /etc/host.conf:
order host, bind
"host" being the hosts file, "bind" being a nameserver (either on
localhost or any other DNS configured)
note that this is the default "order", otherwise, getting to machines on
your LAN would take ages, 'cos the DNS would have to time out *first*
then the hosts file consulted.
