installing rpm file to DEbian system

I tried to install the KDe rpm package form Redhat 5.2 distribution to my 
Debian Linux.I use the alien command and It can be unpacked .But I can 
installed the kde using the kde-installer ?
I said can open /var/lib/rpm/package.rpm .I knew the debian don't have the 
package.rpm database.So does that means in debian we can't use rpm as a 
package management ?
