Regarding listening to cel-phones etc. I believe it's not illegal to listen
to transmissions providing you do not use what you hear in an illegal way.
Otherwise any body listening to CB or Ham radio with a scanner would be
breaking the law. As a (ex) radio tech - I used to use known transmissions
on VHF/UHF as frequency markers and get a laugh from some of the content...
