AFAIK Australian Law is that it is "somewhat" ILLEGAL to monitor ANY
telephone transmission INCLUDING SHIP_TO_SHORE,
RADIO TELEPHONE, MOBILE etc etc - the method by which you LISTEN is not,
to my knowledge, actually defined...
the mere act of in any way causes an Offence to be committed regardless
of the origin/destination of the transmission (ie/ it doesnt matter
whether its domestic or international traffic... if its a phone call of
any kind you are being naughty!)
Having said that... they gotta catch you at it first ;))
