Putting Pressure on ISPs...

For not joining "TIO's scheme" an ISP can face penalties
of up to $50,000 for individuals -or-
$10m for incorporated bodies.

I suppose TIO's scheme is one that (for the moment)
insures that Users' complaints will be taken seriously,
but could this be the first step towards enforcing the
"impossible" censorship bill?
