Maybe .....

Lets say that for a few million $, Microsoft produce a huge IIS gateway for
Australia, to solve the problems that the Bill is addressing.

All users and ISP's would then be safe and protected, provided that they
only use IE under Win98 / Win2000, Mac, etc.

This would be a short step away from making it technically illegal to
connect linux to the net.
