A GNU licensed project that is 'getting there' and can use some help is..
AbiWord.

It is based around SGML (of which HTML is a particular instance).
Not ready for the bigtime yet (version 0.5.5 currently shipping), but the
guys's have a release plan, and their following it.  When it's complete it
should be quite a nice package.
