ISP and stuff

I need some recommendations/help.  I work for a company that just became 
a partner in an ISP.  He has his own list of customers, and wants them 
on a separate database.  the problem i have is this: how can I configure 
a system (linux maybe??hopefully??) to do this.  What I want it to do:  
the customer dials into the ISP's system.  Then it routes password 
verification over to this system I want to set up.  From there, they can 
access the internet.  All I really want it to do is keep accounts 
separate because of billing purposes.  If anyone can help, PLEASE let me 
know how to do it.  I have up to $10,000 (U.S.) to accomplish this.
