Sendmail relay

Hi all,
	I've set up a linux box to receive mail, but I can't get it to send 
to non-account holders on the machine (which is only me). The error I 
get when using a win95 mail program is that sendmail doesn't relay.
	I found the file /etc/mail/relay_allow but it has no examples in it. 
So how do I get it to send to anyone?? I've already added the ip of 
the win95 machine to /etc/mail/ip_allow
Man send mail was pretty vague.
