If you have a 28.8Kbp or faster change the 38400 to 115200 

also add:

alias ppp-compress-21 bsd_comp    
alias ppp-compress-24 ppp_deflate 
alias ppp-compress-26 ppp_deflate 

to /etc/conf.modules

Have you put in your isp's proxies in netscape? Ie in communicator:

EDIT->Preferences 
When the window opens:

Advanced->proxies

Choose manual and put in the settings that your isp gave you - do this
while online.
