I think the program you're after is DialOut/IP. It sets up "virtual" COM
ports on your Win9x box and can redirect any connection to this port to
another machine's port via TCP/IP. There's also a unix-side program called
mserver, which is a daemon that monitors a port (presumably on your linux
box) and provides an interface between that port and your modem. Such a
setup could be used to send a fax from your Win9x box with a modem
connected to your linux box.
Hope this is actually relevant to what you were asking. If it's not, then I
hope someone else finds this info useful :)

PS I don't know the site that DialOut/IP is on. A reasonable web search
engine will show it, though.
