If you used Red Hat's netcfg tool to configure the interface, go to
Interfaces, pick the PPP interface, and click Edit.  Turn on "Allow
any user to (de)activate interface".  I'm not sure what version of Red
Hat this option came in with, but if yours doesn't have it, you can
just upgrade netcfg (version 2.16-1 has it).  You'll also need version
2.92 or later of initscripts, and version 1.16 or later of pythonlib
(isn't 'rpm -q --requires' wonderful? :).
