Hmmm... in terms of "recentness", it's actually the other way around.
HOWTOs are generally more recent than the documentation that comes
with the kernel.

On my RH4.2 CD which obviously won't have the latest HOWTOs on it, 58%
(39/67) of them are not older than 6 months, and 80% (54/67) are not
older than 12 months.

Only 4% (3/79) of the files in the kernel Documentation subdirectory
are not older than 6 months, and 28% (22/79) are not older than 12
months.

That said, both are useful, and they serve different purposes.  Don't
knock either.  Think "stable", not "old".
