To where it should be? :-)

If named is run at all at startup, then there will be a named script in
/etc/rc.d/init.d, and symlinks to it in /etc/rc.d/rc[0-9].d. If you are
expecting to forward DNS over an intermittent link, then the link should
be up when you start named, so if, for example, you have a PPP link, you
should start named in ip-up.

There is an rpm in the RedHat contrib directory (and MIRRORS) called
caching-named*.rpm which has config files set up for doing this. There is
a relevant mini-HOWTO as well.
